The city of Flint is the heart of Risur's industrial revolution, and it's home base for the party. Population roughly 800,000. Ruled by City Governor Roland Stanfield, who has held the position for nearly five centuries.

City Districts
Each district has its own elected mayor who handles local affairs, except for the Nettles, whose mayor is appointed by the governor and approved by the king due to the district's role guarding the cursed Cauldron Hill.

Getting Around
Flint is sprawling — investigations often mean crossing the city and back in a single day. By carriage, it's about half an hour between the heart of adjacent districts; walking roughly doubles that. Crossing the harbor or reaching the Ayres is an hour by sailboat, faster with a friendly steamboat captain. The Nettles' maze of rookeries can take hours to cross on foot — usually faster to go around than through. The Cloudwood has few paved roads, ruling out carriages.
A handful of subrail stations in Central District offer swift, cheap transport, with more of the network under construction.
The Military
The Battalion, a school of war in the bayous of Pine Island, trains officers and works with district forts and naval bases near the harbor mouth. The military won't respond to a threat unless called on by a district mayor or the governor himself. Local land forces are commanded by Colonel Greg Masterson; naval defenses by Rear Admiral Morris Dawkins.
